Much to consider

The new system will need wider consideration and adjustment. It will also need money and the finer details of the novel arrangements will need to be constrained by the available funds. 

 Finance 

Our proposal involves replacing Ofsted in one substantial, geographical area of England. The pro rata savings will be more than sufficient to set up and run our new alternative inspection system for five years.  We propose that the new  inspectors are paid an honorarium plus travel expenses alongside replacement costs paid to their settings. Money would also be needed to fund honoraria + travel + subsistence for 3 members of the Advisory Board, meeting once a year for 5 years. An advantage of our proposal is that it will cost less than Ofsted because it will cut out its top-heavy, hierarchical structure, which has 29 senior managers all on large salaries.
